The United Arab Emirates capital city, Abu Dhabi has significantly increased its demand for temperature control rental equipment as its economy recovered from the economic slowdown and strategically diversifies its economy to non-petroleum related projects.



Temperature during summer months in the Gulf Cooperation Countries (GCC) can reach up to 50 degrees. The need for temporary chiller installations and other air-cooled hire packages is imperative to augment the heating temperature in various businesses and heavy industries. United Arab Emirates (Abu Dhabi, Dubai, Northern Emirates) Saudi Arabia (Jeddah, Al Khobar, Riyadh), Qatar, Bahrain and Kuwait has the most rental cooling demand within Middle East and North Africa every summer due to high ambient temperature. Between the months of May and September the demand for rental chillers, air handling units, DX units, and other cooling application equipment is on the rise.

RSS تثبت 80 MVA للطاقة المؤقتة في سلطنة عمان
تأجير حلول وخدمات (RSS )، مزود عالمي لتأجير الطاقة ، التبريد المؤقت وحلول نقل المياه، قد اتمت وبنجاح تركيب 80 MVA للطاقة المؤجرة في سلطنة عمان.
وقد تم اختيار RSS من قبل سلطتان توليد طاقة في سلطنة عمان لتصميم, بناء وإدارة صفقات للطاقة المؤقتة في أربعة مواقع مختلفة في سلطنة عمان: محطة شبكة جعلان بني بو علي، محطة تقاطع الملدة, دبا وقنضام.
إن الـ 80 MVA للطاقة المؤقتة سوف تدعم الشبكات العمانية للطاقة خلال فترة الصيف وذلك عندما يكون الطلب مرتفعا. عموما معظم دول مجلس التعاون الخليجي تتعرض لنقص الطاقة الموسمية خلال أشهر الصيف حيث الطلب يفوق العرض.

Aberdeen – Scottish company, Rental Solutions & Services (RSS), a global provider of rental power, temporary cooling and mobile water solutions, has successfully installed 80 MVA of rental power in the Sultanate of Oman.
RSS has been selected by two power generation authorities in Oman to design, build and manage temporary power packages in four different locations in Oman: Ja’laan Bani Bu Ali Grid Station, Al Mulladah Intersection Station, Dibba and Ghundham.



The 80MVA temporary power will support the Oman’s power grid during the summer period when demand is high. In general most Gulf Cooperating Countries experience seasonal power shortages during summer months where demand outstrips supply.

What use does a Facilities Management (FM) professional have for rental power and cooling companies? On the face of it you might think there’s very little use but let’s dig a little deeper.

FM consultants, involved from the initiation of a project, may well review designs from an FM perspective and advise clients and projects teams with a view to making facilities operationally excellent. If a facility is cooled using a chilled water system, whether by packaged chillers or a district cooling (DC) provider, the project team may be faced with a situation where power and cooling for wild air is needed before mains power is connected, chillers are operational or before the DC provider is ready – not ideal but it happens!

This is where rental power and cooling comes to the rescue. Generator-powered packaged water chillers can be installed to meet temporary power and cooling demands.
If the FM consultant has reviewed designs he/she will probably have highlighted the need for the chilled water system to be designed to accept connection to temporary chillers. To support FM recommendations the consultant will liaise with a reputable temporary cooling company. Working closely together, the FM consultant and temporary cooling engineer (TCE) will ensure that there is adequate provision for temporary connections to be made.

In addition to mechanical connection to a chilled water system, the TCE will also advise the FM team on space requirements for temporary chillers and generators and also on equipment weights etc. The TCE will also offer advice on minimizing operational costs of temporary equipment.
This forward planning by the FM consultant, in coordination with the temporary cooling professional, serves to minimize risk to project timelines that might result from program slippage by related parties.

Operational risk is also minimized. Chilled water systems that are equipped with connection for temporary cooling can be quickly connected to temporary services. Managers of facilities with systems that are not equipped will find rapid connection of a temporary service very difficult. Loss of cooling in this region can quickly translate to loss of business; time is definitely of the essence.
Access is another consideration that features in FM design reviews. In the case of temporary equipment, getting the chillers and generators installed early on a project can be fairly straightforward. On some projects though, rental equipment has become more the norm than the exception, with chillers and generators on site for many months. As the project progresses, access to the rental equipment can become restricted. Where installation might have been done using a 20 ton crane, removal might demand a 50 ton crane because access conditions are different. Good foresight on the part of the facilities manager will inform the project team about matters such as this allowing project costs to be controlled.

Generators need fuel tanks, space has to be allocated for these and also for chilled water pumps if rental chillers are used. Again the facilities management consultant will be making sure that these can be accommodated at the design stage.
For facilities that are operational and in need of temporary power or cooling, noise may become a serious issue. Facilities managers will liaise with rental equipment suppliers to ensure that the equipment they propose to hire is acoustically treated.
With regional governments focused on sustainability, facilities managers should ensure that they check out all details of the equipment they intend to hire, chiller efficiencies, generator fuel consumption rates, pumping power etc. Approaching rental solutions and services from a sustainability perspective is not only good for business; it’s great for the environment.

Market Trends from 2011 to 2015
Robert Bagatsing, Group Marketing Manager of RSS talks about the market trends in the rental power industry. Bagatsing says “There will be an increase in demand for power projects around the world, particularly in developing countries. An estimate of 30% increase in rental power demand is forecasted up to 2015.” As the global economy is still devastated by the financial crisis, private power companies will still struggle to fund their permanent power plants. “Therefore, there is still a high demand for rental power companies to fill-in the gaps” according to Bagatsing.

In the Middle East, the demand is very high in several countries like Yemen, Iraq, Afghanistan, Kuwait, Qatar, UAE (Abu Dhabi, Dubai and Northern Emirates), Saudi Arabia, Oman according to Bagatsing. Africa rental power opportunities are in Nigeria, Ivory Coast, South Africa, Kenya, Angola, Algeria, Egypt, Sudan, Congo Rep, Libya. Latin America will also consume more power due to high lack of power infrastructure; countries like Brazil, Argentina, Chile, Mexico and Venezuela are a great opportunity. There are also opportunities in the Asian regions; countries India, Pakistan, Bangladesh, China, Philippines, Indonesia, Vietnam, Thailand will still demand for more power to continue its industrial growth.

Peter den Boogert, RSS General Manager for Power Projects compares rental power demand in Europe, the Middle East, Asia and Africa. Boogert says “Europe is a declining rental power market because it is a mature market. But there are still opportunities in Europe, although not as huge as the new emerging markets. There is a high demand in new emerging markets such as Middle East, Asia and Africa due to high economic activities but less investment in power infrastructure by the government. The economic activities of these new developing markets are increasing at a fast pace while its permanent power projects are delayed. There’s a huge demand for power but less supply from the utility providers.

Hire & Rental Market in the Middle East
According to Bagatsing, “the whole rental power industry worldwide will grow 30% due to utilities, construction, events, oil & gas, military and emergencies (natural disasters and manmade conflicts). Middle East, Africa, South America and South Asia will have the biggest share among the geographic market.”
RSS expects that Middle East will grow at 20% in 2011. Driving the growth would be utilities, oil & gas, construction, events and military projects. Iraq, Afghanistan, Saudi Arabia, UAE and Qatar will be the driving force in the rental power projects in the Middle East. These markets will have the most opportunities for rental power companies. “RSS had a successful 2009 and we are forecasting a successful 2010 as well. In 2009, we have expanded our operations to Jeddah, Riyadh, Dammam and opened our new offices in Al Khobar and Abu Dhabi” Bagatsing added. “In 2010, RSS have opened our new office in Cyprus which will serve as a hub for the whole Mediterranean area; we also opened our Islamabad office to serve the Pakistan market; and we have opened our Muscat office to serve the Oman and Yemen area. Our Qatar operation is significantly increasing while Dubai, Bahrain and Kuwait remains on positive level. This year, RSS appointed (Peter den Boogert) as the general manager for global power projects who will look after the international power project opportunities and strengthen the power project division of RSS. RSS is still continually buying generators for our expansion plans and continually hiring the best people in the industry. RSS expansion plans have been supported by Lloyds Banking Group which was impressed by our financial results. As a whole, RSS had a tremendous growth last year and this year as well. I think 2011 is going to be an exciting year for rental power companies like RSS” Bagatsing said.

“Efficiency is important for temporary power equipment due to the cost of fuel” according to Boogert. “Power generator manufacturers are now focusing its efforts in the efficiency of equipment, especially for rental companies. RSS power project division and RSS product research and development department is closely working with our engine and enclosure suppliers in developing the most efficient diesel generators. Fuel efficiency is a main variable in the rental generator market. If you have fuel efficient power generators, then you are in good position to market your products and services” Boggert added.

Availability of gas is a critical important factor to a successful power project, however, there are locations/countries where gas is not available and diesel is more preferred due to its availability” Boogert added.
